The paper analysizes the reasons of flood formation in Songhua River and Nen River in 1998. The effections of precipitation characters, conditions of runoff producing precipitation and confluence .human activities on the flood are analyzed. Then the paper gives the exact methods and suggestions of antidisaster and reducing disaster in the future.
