摘要
从创新到创新体系是人类创新行为演变的基本趋向。国家创新体系和以知识为基础的经济紧密联系在一起,体现了知识在创新过程中的重要作用。在国家创新体系中,知识的生产与知识的扩散同样重要,为推动新知识的创造、传播和应用,构建不同行动者之间紧密整合与互动的社会网络具有重要意义。在国家创新体系的建设中,利用知识产权制度,塑造国家创新优势。
The basic trend of innovation evolution is from innovation to innovation system.The national innovation system is closely related with knowledge-based economy,embodying the important role knowledge plays in innovation process.In the national innovation system,knowledge production and knowledge diffusion is equally important,which is of great significance in promoting the creation,dissemination and application of new knowledge,and constructing a social network with interaction and tight integration between different actors.
