科学给人类带来巨大福祉的同时,也带来了难以预料、难以控制的影响。当科学研究有违不伤害、有利、尊重、公正等科技伦理的基本原则时,这一科学研究的效应体现为负面性,该项研究就应该被列为研究禁区。历史昭示无禁区的科学研究已带来严重的社会危害。各国政府、国际社会已对此达成广泛共识,且在法律制度上设置研究禁区,对违禁研究者给予刑法制裁。

Science brings not only huge benefits to humans,but also unforeseeable and uncontrollable influences.Once scientific research violates the principles of the ethics of science and technology like benefit,esteem,fairness,and having no harm,this research should be viewed as the prohibited act.History has proved that scientific research which has no forbidden area has brought serious social effects.Governments and international communities have reached consensus to set the research forbidden areas in the legal institution and provide criminal sanctions for illicit researchers.
