摘要
功能全面、实用高效的应急救援平台是实施科学、有效的应急救援的基础之一,也是一个复杂的人、机、信息综合系统,系统工程的分析方法及思想对指导应急救援平台的建设具有较强的针对性和指导意义。在分析了国内外应急救援平台的现状并明确了其功能、要求后,运用系统工程方法从应急救援方式、设备、人员、信息系统、移动平台5个方面进行了分析和探讨,建立了应急救援平台建设的动态模型,可以实现监测监控、信息处理、综合评估等功能,达到系统最优。
The emergency rescue platform with full function and high practicability is one base of scientific and effective emergency rescue and it is also a complex and synthetical system containing people,matters and information.Systematic engineering is directive to the construction of emergency-rescue platform.After the analysis of actualities at home and abroad and the definitude of its function and demand,emergency rescue platform construction is analyzed by using safety engineering methods from five aspects of rescue styles,equipments,people, information systems and floating platform,a dynamic model of emergency rescue platform is brought forward,which can implement monitoring,controlling,information processing,integrated assessment and so on,and reach optimal system.
