城乡群众体育统筹发展是推动群众体育发展的一项重要举措,也是实现社会和谐发展的一个重要体现。其基本目标就在于缩小城乡群众体育发展的差距,结束城乡分割发展状态和不均衡状态,统筹的责任主体应该在于县级政府。同时,需建立科学合理的监测指标体系,其评价目的应意在监测群众体育投入与需求平衡,注重群众体育资源的结构性优化,避免不必要的资源浪费。

The overall development of urban and rural mass sports is an important step to mass sport and social harmony.The basic goal is to narrow the gap between urban and rural development of mass sports and eliminate the status of division in urban and rural,the main responsibility should be the county government.Meanwhile,the scientific and reasonable target system should be established,its purpose should be monitor the balance of input and demands,especially is structural optimization in order to avoid the waste of resource.
