Reflection on 1998 the Yangtze River and the Nenjiang River Floods

对长江流域１９５４年与１９９８年两次洪灾作详细的比较，分析了长江流域发生特大洪水的主要原因．结合历史及１９９８年抗洪的经验教训，对长江、嫩江、松花江流域今后的治理方略提出建设性意见，并对海河、黄河防洪问题作深入的探讨．文末还对多年来对水利投入和产出的错误理解作出合理的解释．

A detailed comparison of the 1954 flood and the 1998 flood on the Yangtze River is made.The main causes of the extraordinary flood on the Yangtze River are analysed.On the basis of the lessons from the 1998 heavy flood and historical floods,suggestions on river control policies and measures for the Yangtze River,Nenjiang River and Soughua River Valleys are put forward.Flood protection of the Haihe River and the Huanghe River is discussed deeply.Finally,reasonable explanation of long existing misunderstanding of input output to water works is given.
