Thinking of Water Price Reform in the Yellow River Basin

黄河流域水价改革应基本理顺水利工程供水价格和城市供水价格，使经营性水利工程、城市供水进入良性循环，并初步建立起能够促进水管单位加强管理、改善经营、有利于节约用水的水价形成机制和水价管理体制。为此，要遵循价值规律原则、供求规律原则、统筹安排原则、促进节约用水原则和逐步到位原则。建议加大黄河供水业的投资力度，建立多层次、多元化的投资体制；建立合理的水价形成机制；建立科学的水价管理制度。

Water price reform in the Yellow River should set up reasonable water supply prices for cities and from hydraulic projects to establish a fine circulation between hydraulic projects and urban water supply, and water price regulation system and management system in order to strengthen and improve water management, promote water saving treatments. Therefore, the principles have to be obeyed are as follows: law of value, law of demand and supply, overall planning principle, water saving promotion, and operation step by step. It is suggested that investment in the Yellow River water supply should be increased through establishment of multi layer and multivariate investment system, reasonable water price setting system and scientific water price management system should be established.
