摘要
介绍了上海市现行的危险废物转移申报及运输的现状和存在的问题；建立了上海市危险废物转移申报及运输系统，系统包含了危险废物网络申报交换平台系统、危险废物集运系统、运输单位的招标与运费价格系统的设立；阐述了该系统的设置及运行模式；提出了危险废物“动态管理”模式，即对于不定时发生的危险废物流动源采用动态管理模式。
The paper introduced the status quo and problems of hazardous waste transfer declaration and transport in Shanghai. A transfer declaring and transport system of hazardous waste has been established in Shanghai including the set-up of subsystems for hazardous waste network declaring exchange platform, hazardous waste gathering, transport units bidding and freight pricing. The setting and operating mode of the system were described. A ＂dynamic management＂ mode for irregular mobile hazardous waste sources was proposed.
