政府信用就是国家行政机关的信用,是社会组织、民众对政府信誉的一种主观评价或价值判断,在我国社会转型时期,由于种种社会因素的影响,政府失信的现象不断发生,政府信用缺失的情况还非常严重,大大影响了政府的形象,降低了政府的公信力,必须通过建立公开型、服务型、责任型和法治型的政府才能达到构建信用政府的目的。

The government credit is the credit of the state administrative organs,is a subjective evaluation or value judgments of the social organization and people on the government＇s reputation.During the social transition period in China,due to various social factors,the phenomenon for the government to break their promises appears continuously,and the situation was very serious,which greatly affected the government＇s image and reduced the credibility of the government.We should establish an open type,service,responsibility-and law-oriented government in order to achieve the purpose of building credit government.
