没有中国沿海农业的变革,沿海经济发展战略就不能实施。在农业不断萎缩的情况下,采取以工养农的政策是非常不明智的,结果是工农俱伤。应改变把农业仅仅看做直接生产粮食部门的传统农业观,真正把农业作为最经济地获得粮食,为经济发展提供“剩余”并支持其发展的产业。沿海的粮食问题应到国内外市场上去解决。这种转变不仅是必要的,也是可能的。
