行政问责文化建设的几点思考

Some Thoughts on Improvement about the Culture of Ascertaining Administrative Responsibility

当前,"责任政府"的理念已在我国行政体制改革中得到全面地推行,行政问责在制度上不断地完善,但问责文化建设却相对滞后,影响到行政问责制的进一步推行及其功能的发挥。行政问责文化建设是构建责任政府的必然要求,也是规范政府行为、提高政府绩效的重要举措。

At present, the policy of constructing ＂responsible government＂ in China has been fully pursued with the refornl of public administrative system. The system of ascertaining administrative respcnsibility has been continually improved, but the building of the culture of administrative responsibility is relatively slow, which affects the lqarther construction of the system of ascertaining administrative responsibility and playing its function. Therefore, nurturing the culture of ascertaining administrative responsibility has become an urgent task. In this paper, through analyzing the culture of ascertaining administrative responsibility, a conclusion is arrived at that the building of the culture of ascertaining administrative responsibility is an inevitable trend and is an important measures about standardizing the behavior and improving the performance of government.
