武汉市结核病防治医防合作模式的利益相关集团分析

Stakeholder Module of the Cooperation between General Hospiatals and Tuberculosis Dispensaries in Wuhan

目的探讨武汉市结核病医防合作模式各相关利益集团及其相互作用,分析现阶段医防合作中存在的问题。方法采用利益相关集团分析,根据各利益集团在医防合作模式中的特点,明确各个集团的利益、资源、动用能力和立场。结果政府、结防机构、结核病专科医院、综合医院、社区卫生服务机构和结核病患者是医防合作模式中的主要利益集团,拥有组织资源、技术资源、信息资源、人力资源和经费等;武汉市医防合作实施的外部环境较好。结论武汉市医防合作模式的顺利开展和实施必须发挥政府的主导作用,解决集团之间的沟通不畅、补偿不到位、人力资源不足、过度检查等问题,保证医防合作的顺利实施。

Objective This article is to discuss the stakeholder module of the cooperation between the general hospitals and tuberculosis dispensaries,as well as the interaction between the stakeholders,and the problems at the present stage.Methods The stakeholder analysis was applied to define the interest,resources,ability and position of the stakeholders according to the features of the several groups.Results The stakeholders were classified as the government agencies,the tuberculosis control institutions,special tuberculosis hospitals,general hospitals,community health services and tuberculosis patient.All the above mentioned units（exclusive patients） owned the social resources,such as the organization,technology,information,man-power,finance and so on.The surrounding environment of the cooperation between the general hospitals and tuberculosis module was good.Conclusions It is necessary for the government to play the leading role in the cooperation between the general hospitals and tuberculosis dispensaries,i.e.poor communication should be improved,compensation should be in place,inadequate human resources should be promoted,over-inspection should be avoided,so as to ensure the smooth implementation of the mode.
