关于水污染防治的若干意见

Prevention of Water Pollution

文章分析了我国水污染产生的原因及其后果,认为污染是工业化发展的必然的伴生品,可它是人类和生态系统的最危险的杀手;如果任由其恣肆,不但经济发展难以为继,人类生存也会受到影响;防治污染是关乎我们整个民族生死存亡兴衰的大事。文章指出,水污染治理成功的关键首先在于从伦理上认清并在法理上明确谁为污染买单,谁为治理负责;其次是选定正确的治理途径。"谁污染谁买单"是污染治理的最基本的原则,政府应该为这一原则的推行负责。文章提出了水污染治理的两个基本途径:①切断有毒污染源,尤其是有毒工业污染源;②废物利用,尤其是重点发展水污染的生物治理。

The cause and consequence of water pollution in China are studied.As one of the inevitable results of industrialization development,pollution is most dangerous against the mankind and the ecological system.As pollution may hinder economic development and affect people＇s livelihood if not controlled,pollution prevention turns out to be very important for the well being of the whole nation.The key of successful pollution prevention is to ethically and lawfully identify the one duly responsible for pollution and control.Moreover,a proper way of control shall be determined.The government shall be liable for the implementation of the basic principle of pollution control,i.e.the one pays for the pollution it causes.Two fundamental ways of water pollution control involve cutting off poisonous pollution sources（poisonous industrial pollution sources in particular） and waste utilization（the development of biologic control of water pollution in particular）.
