淮南潘谢矿区煤炭开发环境治理中存在的问题及对策建议

Problems of Environmental Management in Coal Mining in Panxie Mining Area of Huainan and Countermeasures

为分析我国煤炭开发环境管理现状及存在的主要问题,分别从耕地损失和居民搬迁、景观和空间结构变化、环境污染等方面对淮南潘谢矿区的环境问题及其治理现状进行了剖析,指出了环境管理中存在对未稳定沉陷区的治理重视不足、居民搬迁安置工作缺乏长远考虑、污染控制要求欠严格、资源综合利用政策不配套等不足,并据此提出了有针对性的对策。最后,在总结潘谢矿区环境治理经验和不足的基础上,提出了同样适用于其他煤炭资源富集区的提高环境管理有效性的建议,包括建立部门联动综合治理机制、建立煤炭开发生态补偿机制、坚持一个矿区一个业主的开发模式等。

In order to analyze Chinese current status and main problems in environment management of coal mining,environment problems and treatment status in Panxie mining area,Huainan was discussed from plantation loss and resident migration,sight and space structure change and environment pollution.The problems in environment management were indicated as follows.Treatment of unstable subsidence area was lacking;long-term consideration of resident migration was absent;pollution control requirement was not strict enough;resources comprehensive utilization policy was not rational.Corresponding countermeasures were put forward according to these problems.Finally,suggestions of improving validity of environment management were put forward including setting up comprehensive treatment mechanism of department linkage,ecological compensation mechanism of coal mining and insisting mining mode of one mining area to one owner.The suggestions were also fit for other coal resources enrichment area.
