摘要
以科学发展观提出的"以人为本"和社会发展公平性为目标,基于均衡性理念,明晰了公路网布局结构均衡性的基本内涵,考虑区域地理状况、经济发展和社会发展3方面公路网均衡性评价影响因素,建立了公路网布局结构均衡性评价指标体系;提出了基于点、线、面3个层次的公路网布局均衡性的评价思路,应用单项指标分析法、赛尔指数法、不均衡指数法进行了评价;并以云南省16个地州市公路网发展为例,对公路网布局结构均衡性评价方法进行验证分析,结果表明了方法的系统性、科学性和实用性。
According to the human-oriented principle and the equity of social development started from scientific development concept,based on the concept of equilibrium,the connotation of the layout structure equilibrium of highway network was determined.Considering the influencing factors of evaluation of highway network equilibrium such as regional terrain,economic development and social development,the evaluation index system of the layout structure equilibrium of highway network was set up.Then,the evaluation method of equilibrium based on dot,line and plane by using analysis of individual indicators,Theil index and non-equilibrium index were put forward.Finally,taken the highway network development of 16 areas in Yunnan Province for example,the layout structure equilibrium of the highway network of plateau mountains area was evaluated.The results indicate that the theory and method is systemic,scientific and practical.
