当前我国地方政府绩效评估的现实困境与对策分析 被引量:6

摘要 现代政府以向公民和社会提供优良的服务为宗旨,以提高政府绩效为目标。绩效评估在衡量政府的管理水平、提升政府的行政效率以及改善政府的服务质量等方面发挥着重要的作用。我国地方政府绩效评估面临着法治化程度不高,地区发展不平衡,管理体制和评估标准不统一,评估主体不全面以及评估科学性不强等诸多问题,需要通过设立多元评估主体、健全绩效评估内容、完善绩效评估制度、注重绩效成本控制和强化评估结果运用以实现我国地方各级政府绩效评估的法治化、制度化与科学化。 The purpose of modern government is to provide good service for the citizens and to improve the government performance.The appraisal of government performance plays an important rolein determining the level of management,improving the government's administrative efficiency and improving the quality of service.The problem of our local government performance is that the level of the rule of law is lower,the regional development is unbalanced and management system and evaluation criterion is not unified,and the principal is not comprehensive.It is need to achieve our local governments at all levels of the rule of law on the performance appraisal,through setting up multiple evaluating the main,improving the performance assessment content,improving the performance appraisal system,controlling the cost of government performance and reinforcing the findings to apply.
