农民工返乡创业现状、问题与对策——以湖南石门县为例

The Status,Problems and Countermeasures for Migrant Workers to Return Home to Start Business —— A Case tudy in Shimen county of Hunan province

农民工返乡创业热潮的兴起是我国由劳务型经济逐步向创业型经济转变的体现,是适应国际、国内经济形势的必然。农民工返乡创业对吸收农村富余劳动力、推动地方经济发展、增强地方经济活力有着重要的积极作用,但也面临着资金瓶颈、服务机构不完善和抗风险能力弱等因素的制约,需要在组织领导、政策扶持、创业培训和服务平台建设等多方面采取有效措施引导、鼓励和促进更多农民工返乡创业。

The migrant workers return home to start business,which reflects the change of Chinese economy from a labor economy to the entrepreneurial economy,is to adapt to international and domestic economic situation.Migrant workers＇ returning home to start business has an important positive role on the absorption of rural surplus labor,the promotion of local economic development and the enhancement of local economic activity,but faces some restraints in funding bottlenecks,service organizations imperfection and weak anti-risk factors.There need to be taking effective measures in government leadership,policy supporting,entrepreneurial training and service platform,and to guide,encourage and promote more migrant workers to return home to start business.
