关于黑龙江省深化对俄科技合作的研究

Research on Heilongjiang Province Strengthening Technological Collaboration with Russia

目前,黑龙江省在对俄科技合作方面存在的主要问题是:对科技合作的必要性和可行性认识上存在差距;科技合作规模小、层次浅;技术鉴定、评估、消化及转化的能力有限;俄方科技投资环境差。黑龙江省应该牢牢抓住"十二五"开局之年的有利时机,把"科技兴贸"作为对俄科技经贸合作的重中之重,积极协调国家相关部门,积极争取政策支持;设立对俄科技合作风险基金;加强中俄科技合作的中介机构和咨询评估机构建设;加大对"民间引进"渠道支持力度;共建国际性、开放型的研究院和实验室;加紧培养和充分利用对俄科技合作的复合人才;进一步拓宽对俄科技信息渠道;对高新技术产业进行需求创造;强化政府的宏观调控作用和服务功能,从而促进黑龙江经济的快速发展。

Nowadays,the main problems for Heilongjiang Province in technological collaboration with Russia are different in recognition on necessity and practicability of technological collaboration,small in scale and low in level on technological collaboration,limited in ability to identify,evaluate,digest,and transform,and inferior in Russia on technological investment environment.Therefore,we should seize the favorable beginning year of the twelfth five-year plan to put technological and trade collaboration with Russia in the first place and to coordinate relevant national departments to get support in politics,establish risk funds for technological collaboration with Russia,increase construction on intermediaries and consultation and evaluation agencies,increase support on channels of private introduction,build international and open academies and laboratories,train and employ compound talents for technological collaboration with Russia,expand information channels on technology with Russia,create high-tech industry needed,and strengthen the government＇s role of macroeconomic control and service.
