一个自由独立、完全市场化的浮动汇率制度对中国经济的发展是有益的和必要的,人民币汇率最终将交由市场决定。由于我国的外汇市场和外汇管理体系不成熟,所以在有管理的浮动的框架下进行汇率调整是可以接受的。牙买加协议不仅正式确认了浮动汇率制的合法化,还肯定了固定汇率制与浮动汇率制并存的局面,成员国可自由选择汇率制度,而以汇率问题强行向别国施压,未必具有合法性,还可能对他国国家金融主权构成严重干涉和破坏。

It is beneficial and necessary for China＇s economic development to have a free,independent and fully market-based floating exchange rate system.The RMB exchange rate will eventually be handed over to the market.As China＇s foreign exchange market and management system are still immature,exchange rate adjustment under the managed floating framework is acceptable.Jamaica Agreement not only formally recognized the legalization of floating exchange rate system,but also affirmed the coexistence of fixed and floating exchange rate system.Member States are free to choose the exchange rate system,and the exchange rate forced by pressure from other countries may have no legitimacy,and pose interference and damages on other countries financial sovereignty.
