苏北农民收入持续增长对策研究

On Measures to Maintain Farmers' Sustained Income Growth in Northern Jiangsu under New Situation

多年来,由于农业生产效益不高、农民文化素质较低、农业科技推广不力等原因,使得苏北农民市场参与能力、就业能力不高,收入也远低于苏南农民。为此,必须从加强基础设施建设、大力发展农村社会事业、完善农业科技和服务体系、加大政府对"三农"的扶持力度等方面来加快新农村建设步伐,促进苏北地区农民收入不断提高。

Since the reform and opening-up policy,farmers＇ income had big enhancement in the northern area of Jiangsu.Nevertheless,the farmers＇ income is still much lower than their southern counterparts due to low agricultural production efficiency,farmers＇ poor education,inadequate agricultural employment and not-widely-implemented agricultural technology,Therefore,we must strengthen the infrastructure construction and social undertakings in rural areas,improve agricultural technology and service system,and enhance government＇s support on farmers.Measures should be taken to transfer rural surplus labor force and strengthen regional cooperation with Southern Region in order to accelerate the building of new countryside and farmers＇ income increasement in Northern Region.
