摘要
1999年以来,各级地方政府建设的行政服务中心(或称政务大厅)已成为改革行政审批制度、完善公共服务模式和推进行政体制创新的前沿阵地和试验场所。这些政务大厅在探索地方政府行政审批制度改革中制定和实施的一系列政策取得了成效,但为了扫清进一步推进行政审批制度改革所面临的体制性、组织性和利益性障碍,地方政府应进一步制定和完善一系列相关政策。
Since 1999, Administrative Service Centers (or Government Service Centers), set up by local governments at all levels,have became the leading edges and experimental spots for reforming the administration approval system, perfecting public service models and promoting the innovation of the administration system. Taking the Administrative Service Center of Jilin Provincial Government as an example, this thesis explores and analyses its achievements of the administration approval system after the reform of series of policies of the local government. It also offers some specific solution strategies for the local government in the perspective of improvement of the Administrative Service Center, and in developing expectation and obstacles in the aspects of system, organization and interests during the process of further improvement of administration approval system reform.
