论中国村民自治制度的科学构建

On the Scientific Construction of Villagers' Self-governance System

在我国,村民自治有利于调动广大农民的积极性以进一步解放农村生产力,但经历过曲折。为保证村民自治能持久实施,必须采取五个方面的措施去科学构建村民自治制度。五个方面的措施是:村庄合并;加强法制;选好领导;国家财政支持;实行"政社分开"。

In China,villagers＇ self-governance is advantageous to improve the masses of the peasants＇ initiative and to liberate the productive forces further,but through twists and turns.In order to ensure the autonomy instantly,we must come to the implementation of the five aspects,must adopt measures to build the villagers＇ self-governance system.Five aspects of the measures are：to merge little villages,to strengthen the rule of law,state leadership and financial support,to perform to ＂separate government form society＂.
