Developing low carbon economy,which is the necessary requirement of economic and social development,accords with current and long-term interests of China.Facing the dual pressure of industrialization and the international obligations,low-carbon economic development is bound to be more severely tested.This involves establishing incentive-based fiscal policy under the guidance of scientific development view to achieve sustainable development,and to promote the construction of a socialist harmonious society and an innovative country.
