转型期我国被征地农民的可持续生计问题探讨

Sustainable Livelihoods of Farmers in Land Requisition and Resettlement in Transition Period

近年来,我国加快由传统农业社会向现代工业社会的转型,经济快速增长,工业化和城市化进程加速推进。大量的非农建设项目对土地的需求量持续增长,不可避免地产生了被征地农民。本文论述了转型期我国被征地农民产生的动因及其可持续生计问题。提出了符合统筹城乡经济社会发展、符合构建和谐社会原则、符合着力解决民生问题这一目的的建议,为被征地农民完善就业政策、提供公共财政的资金支持、建立指向性较强的社会保障制度,以解决其可持续生计问题。

In recent years,our country quickens transformation of the traditional agricultural society into the modern industrial society,economic grows rapidly,pace of industrialization and urbanization is quickened.A great quantity of non-agricultural construction projects demand more and more lands,inevitably farmers in land requisition and resettlement appear.This paper discusses motivation and sustainable livelihoods of farmers in land requisition and resettlement in transition period.It proposes some suggestion in accordance with the principle of the urban and rural economic and social development,principle of the construction of the harmonious society,principle of bread-and-butter issues.To improve the employment policy for farmers in land requisition and resettlement,provide financial support of public finance,to set up the social security system,to solve the problems of sustainable livelihoods.
