通过对沈阳市农村土地流转的问卷调查,分析了沈阳市农村土地流转现状和土地流转中存在的问题,提出了发展现代农业,促进土地规模经营;加强农地流转有形市场的建设,健全农村土地流转服务体系;规范农村土地流转程序,促进农地流转有序发展;加强农村土地流转政策、法规宣传,提高农民对农地流转的认识;完善农村社会保障机制,推动农地流转进一步发展等促进沈阳市农村土地流转的建议。

The article analyzes the present situation and the main problems of agricultural land transfer of Shenyang and puts forward the proposals which promote agricultural land transfer of Shenyang based on questionnaire survey of agricultural land transfer of Shenyang.The proposals are as follows,developing modern agriculture to promote large-scale agricultural land management,strengthening the physical market building of agricultural land transfer to improve the service system of agricultural land transfer,regulating the process of agricultural land transfer to promote the orderly development of agricultural land transfer,strengthening the publicity of policies,laws and regulations of agricultural land transfer to increase farmers＇ understanding of agricultural land transfer and improving the rural social security mechanism to promote the further development of agricultural land transfer.
