This paper introduces the development process of Shenyang indemnificatory housing system construction and analyzes the indemnificatory housing system construction problems in this stage.The article proposes widening financing channels,increasing indemnificatory housing investment,expanding availability of indemnificatory housing and making the placement process of indemnificatory housing transparency.Lastly,the article puts forward some reasonable proposals of the system construction of indemnificatory housing.
