Under the higher education popularity background ,with economy structure adjustment of China ,the industrial optimization and upgrade, as well as the higher education internationalization, the marketization development, the teaeher education is in a profound social transformation. Insist on the connotation eonstruction, the char- acteristie development, is the strategic choice of local normal university to meet the challenges, to seek for the outlet and to seek the development. The local normal university must plan as a whole to regional, take root the native place, serve the place, promote its development concept and the way of comprehensive transformation by the characteristic development, the quality improvement; advance its opening, the modernization, the internationalization by the localization, individnation, specialization.
