十年回顾与反思——兼与华生等同志商榷

Review And Reconsideration Of The past Decade

华生等同志的《中国改革十年:回顾、反思和前景》一文发表后,引起了广泛的争议。《经济研究》1989年第2期刊载了石小敏。刘吉瑞的商榷文章《经济学家首先要尊重历史和事实》,以期引起讨论。本刊这一期刊载的李德伟等同志的文章也属商榷之列,目的是同样的。我们一贯赞同这样的观点:学术界的争论商榷是繁荣学术不可或缺的重要途径。特别是当争论的问题从学术理论更深入地逼近中国经济社会发展的实质性问题时,就更有必要把它广泛推开。在改革开放十年的今天,认真回顾已走过的路程,从中总结经验和教训,无疑具有如何评价都不过分的重要意义。我们欢迎并希望更多的同志参加这种争论。

Editor's note:“Review,Reconsideration and prospects of China's 10 year Reform,”anarticle by Hua Sheng and other comrades,has touched off heated discussions.The magazine‘Economic Study’carried in its February issue this year an attic|e,“An economist must first of all respect history and facts”by Shi Xiaomin and Liu Jirui,offering some points for discussion with Hua Sheng and the othercomrades.The present issue of our “Administrative World”publishes an article byLi Dewei for the same purpose of furthering discussion.We have always stood for the viewpoint that academic debates and discussionsare essential to prosperity in academic activities.It is more necessary to expandsuch debates and discussions especially when go beyond academic theories and drawnear to the substantive problem of China's social and economic development.Ten years have elapsed since China embarked on the policy of refo m andopening to the outside world.Therefore,it is of great significance to (?)um upexperience and draw less from our practice in the past decade.It is our hope that more and more comrades would join in the discu(?)sion topromote the development of economic theory and policy-making science.
