The interconnection network has scaled humanity＇s life space unprecedentedly.The network has become the important channels to gain the information and express public opinion;It has become a place to interweave the political ideological trend and distribute the social question;It also has become a new platform for the government to govern country as well as understand the social situation and public opinion.According to analyze the causes of network public opinion and rules of its development,this artical proposed that the government build network public opinion monitoring and analysis system and the warning model.All of these will play the positive role in discoverying,keeping a look-out and then handling public opinion.
