海员劳务外派与回归创业的思考

Reflections on Chinese Seafarers' Expatriation and Repatriation to Start a Business

沿海地区的海洋经济发展为国际海员回归创业提供了广阔的前景。而海员劳务外派则是国际化、外向型的海洋经济创业人才培养和积累的重要途径。文章在分析国际海员回归创业背景和意义的基础上,运用系统研究的方法,从航海教育改革发展的层面,提出在加强航海类学生劳务输出的同时,要强化创业教育;从政府的层面,提出要实施劳务外派和回归创业扶持政策;从航运业发展的层面,提出要挖掘海员培养来源,维护国际海员队伍稳定;从国际海员自身职业发展的层面,提出要诚信履约,提高国际海员自身素质。

The marine economic development in China coastal areas offers broad prospects for international seafarers＇ home employment.And seafarers＇ expatriation has been proved to be one of the most important ways for the training and accumulation of internationalized or export-oriented marine economic entrepreneurs.Based on the analysis of background and significance of seafarers repatriation to start a business,this essay aims to advance that expatriation and enterprise education of marine majors should be concurrently enhanced on marine education reform and development;that the polices supporting service export and seafarers＇ repatriation to start business should be carried out by government;that international seafarers should be kept stable in number by selecting seafarers from multiple sources;that international seafarers＇ personal quality like commitment with honesty should be improved.
