摘要
随着我国经济市场化程度的提高,市场在资源配置中的基础性作用明显增强。科技资源作为支撑科技发展和社会进步的重要物质基础,需要通过市场配置以充分发挥价值。分析了科技资源市场化配置过程中可能面临的风险,如资源配置模式选择不当、目标市场定位风险、供求双方交易的不确定性、竞争对手的模仿风险和科技人员的伦理风险。认为通过发挥政府在科技资源配置中的宏观调控职能、保护资源所有者的权益、完善科技中介服务体系、建立科技资源的共享机制、利用政府采购调节等措施,有利于降低科技资源市场化配置过程中的风险,推进我国科技资源的市场化配置。
As the national economy has become more market-oriented,the basic role of market in allocating resources has become noticeably stronger.Scientific and technology resources are the important material foundations for the science and technology development and social progress.The optimal allocation through market can make ST resources fulfilling their utmost value.This paper analyzes the risks that exist in the process of the market allocation of ST resources.The risks mainly come from the improper choice of the ST resources allocation modes,ineffective market targeting,and uncertainty of the market exchange,competitors' copying and the academic ethic of researchers.Some methods focus on how to encounter the risks have been discussed.It is proposed that the government's macro-control must play an important role in the allocation of ST resources.And the measures such as protecting the owners' equity,completing science and technology service agents,achieving resources sharing,adjusting by government procurement also can lower the risks and accelerate the process of market allocation.
