摘要
文章分析了推行业主+PMC+EPC建设模式中遇到的招投标过程缺失、各方职能定位不清晰、管理水平亟待提高的问题,并结合管理实践,介绍了推行这种模式的一些做法,提出了严格招投标过程管理、制订一套切实可行的管理制度、培养有实力的PMC承包商和EPC承包商的建议。
This article analyzes some problems of pushing'Owner + PMC + EPC' management mode in project construction,including lack of bidding process,indefinite responsibilities among interested parties,lower management level,etc.Based on the management practice,it introduces some modus operandi of pushing 'Owner + PMC + EPC' management mode and gives suggestions such as strictly managing bidding process,establishing a set of feasible management system and training capable PMC contractors and EPC contractors.
