公共档案馆是综合档案馆发展到一定阶段的产物,是档案馆发展历程中的里程碑。其馆藏资源应能反映社会历史全貌,在服务对象和服务目的上体现其公众性,在服务水平和服务方式上体现其现代性。目前我国的综合档案馆离真正的公共档案馆还有很大的差距。美国是世界上档案开放程度最高的国家,我国档案馆与美国档案馆在馆舍建设和功能、馆藏内容和结构、开放观念和实践、服务机制和效果等方面都存在着一定的差异。

Public Archives are the development product of comprehensive archives,which have been the milestone in the development process.Collective resources of public archives should reflect the wholepicture of our society and history.The object and purpose of the service should reflect the public nature. And the service level should reflect modernity.At present,there is a great gap between the Chinese com-prehensive archives and the real public archives.America is the most open country in the world. There are some differences in the aspects of construction and function of archives,content and structures of the collections,open concept and practice,service mechanisms and effects between China and the US.
