中韩劳务合作的互补性及政策推进

The Complementarity and Policy Processing of Labor Cooperation between China and South Korea

随着区域经济集团化步伐的加快,进一步开拓与周边国家的劳务合作是刻不容缓的优先选择,而中国与韩国隔海相望、文化相近、经济互补,在劳务合作方面大有可为。但在合作过程中难免出现一些问题,特别是韩国取消产业研修生制度之前。在韩国以雇佣许可制代替产业研修制之后,我国政府也需要给与一些政策上的支持。本文通过比较中韩两国劳动力市场的情况指出两国在劳务合作方面的互补性,在此基础上分析了中韩劳务合作的现状及最新动态。同时笔者也看到了在中韩劳务合作的过程中,尤其是在向韩国输出产业研修生的过程中所出现的问题与不足。在阐述和剖析这些问题和不足后。

With the acceleration of the step of the regional economic grouping,we need to give priority to open up the labor cooperation with neighbor countries.Because China and South Korea have the similar culture and economic complementarity,they have a bright future in the labor cooperation.But there are some problems in the course of cooperation especially before the South Korea canceling the industry trainee system.Our government should give some policy support after the South Korea replacing the industry trainee system with the Employment Permit System.This paper points out the complementarity in labor cooperation through comparing the situation of the labor market in China and South Korea respectively.On this basis the author analyses the status and the latest trend of the labor cooperation between China and South Korea.At the same time,the author notices there are some problems and drawbacks in the course of cooperation especially in the course of sending the industry trainees.After this,the writer gives rise to the related policy of reinforcing the labor cooperation between China and South Korea.
