摘要
改革不是一条主线贯彻到底的过程,而是不同阶段有不同的重点。我国的改革已进入第二阶段,即新旧体制转换阶段。在这一阶段,借助于股份制的形式实现这一转换是不可能的,因为股份制所要求的市场条件我国并不具备,现实的选择是完善承包经营责任制,这一目的是否能实现,还取决于旧机构、旧人事制度以及旧的社会福利制度的改革进展如何。
The emphasis of reform does not remain the same throughout the entire processhut varies in different stages.China's political and economic restructuring hasentered the second stage—a period when the old structure is being replaced withthe new.In this stage,the share-holding system can be of no help because themarket mechanism it requires does not exist in China.Therefore,it is more real-istic to perfect the existing system of contractel responsibilities.The successfuloutcome of this binges on the reform of the outdated structure,personnel systemand social welfare system.
