摘要
通过分析BT项目存在的显著风险及其内在关系,构建基于决策管理层、实施管理层及反馈管理层的全面风险管理体系,并通过各个层次管理机制设计与完善实现风险合理分担与防范,为政府统筹规范管理BT项目提供参考建议。
By analyzing significant risks of BT project and its internal relationship, the paper structures the comprehensive risk management system based on decision-making, implementation and feedback management layers, realizes reasonable risk-sharing and prevention through design and improvement of the management mechanism at all levels, and then proposes references and suggestions for government to regulate the administration of BT project.
