当今世界突发事件层出不穷,影响公共安全的因素不断增多,对人类的危害越来越严重。在经历了"非典"危机、冰雪灾害、汶川地震、全球金融海啸、H1N1肆虐等重大突发事件之后,政府应对突发事件的应急管理体系与应急能力建设已成为我国政府关注的重中之重,同时也是公共管理理论界研究的热点。本文阐释了政府应急管理体系与应急能力现状,并就社会转型中不时出现的突发事件,政府的应急管理体系与应急能力建设问题阐明一孔之见。

In today＇s world, endless emergencies and the increasing factors which affect public safety have become more and more seriously harraful to human beings. After the ＂SARS＂ crisis, ice and snow disaster, WenChuan Earthquake, Global Financial Tsunami, H1N1 epidemic and other major emergencies, the construction of Emergency Response System for government＇s emergency management and emergency response capacity has not only become an all-important concern to Chinese Government, but also come to be a research focus in the theory of public administration. In view of the above, this article illustrates the current situation of government＇s emergency management and emergency response capacity, and raises some advices about their construction in social transformation period when the unexpected events appear from time to time.
