To achieve central government＇s supervision on the local,the governance on speciyic areas,the accomplishing of specially appointed missions,different forms of sending out administrative organization were practiced,they used their awn characteristics of ＂emptiness＂,＂provisionality＂ and ＂flexibility＂ greatly influenced the local government administrative divisions,the supervisory system of ancient chinese government,and the government official system.
