摘要
目的了解新疆地州级卫生监督机构的卫生人力资源现状,为今后合理配置地州级卫生监督人员提供依据。方法采用普查法对2009年新疆15所地州级卫生监督机构进行调查。结果 15所地州级卫生监督机构的人员编制426人,在岗人员数406人;学历构成以大专和本科学历为主分别占43.10%和34.98%,中专为21.43%,硕士研究生仅占0.49%,没有博士研究生;专业构成以预防专业为主占47.29%;年龄分布主要集中在36~45岁之间,比例为42.36%。结论新疆地州级卫生监督机构卫生人员数量偏少,整体素质与全国平均水平相差不大,但各地相差较大,具有研究生学历的人员明显不足。增加地州级卫生监督机构人员配置,引进、培养高素质的卫生监督人才是解决问题的途径。
Objective To understand the current situation of human resource in health inspection agencies at the prefecture level,and provide basis for future reasonable allocation of human resource in health inspection agencies.Methods Census method was employed to investigate the 15 state-level health inspection agencies in 2009.Results There were 426 staff members in the 15 state-level agencies,with 406 persons on duty;43.10% and 34.98% of the personnel have college and university education,while 21.43% with technical school education.Only 0.49% have master degree,and no one has PhD degree.The main major was preventive medicine,which constituted 47.29% of all personnel;42.36% of the staff members were at age ranging 36~45.Conclusion There exist a shortage of health inspectors in state-level health inspection agencies with an average quality of the personnel;however,the quality distribution was extremely uneven.Persons with graduate education were still in obvious shortage.The way to resolve the problems is to increase the number of personnel in the health inspection agencies and introduce special expertise in good quality.
