新移民条例的实施，在提高移民补偿补助标准、规范移民安置工作的同时，政策的补充、调整也使设计单位面临着新的问题与风险。设计单位应积极、主动应对新旧条例更替带来的影响，在充分领会新旧条例政策内容差异的同时，应合理规避政策风险，加强自身对设计质量、责任的管理，增强新形势下的市场竞争力。
