Knowledge Spill-over and Regional Innovation Influenced by FDI——An Exemplified Study Based on Panel Data

外商直接投资（FDI）通常被认为是先进技术转移和扩散的重要渠道,而近年来对于外商直接投资是否能提高我国区域创新能力,正日益成为学者们和产业界争论的热点。通过对我国各地区的1997～2003数据分析了外商直接投资对促进我国区域创新能力的影响,结果表明FDI的流入对我国的知识溢出效应并非普遍认为的那样显著,FDI对提高区域创新能力的作用是有限的,对提高自主创新能力和增强原创性的科技能力无显著影响。所以,应当加大国内研发投入,才是提高区域创新能力的关键。

Foreign direct investment（FDI）is generally considered as an important channel for the transference and distribution of advanced technologies.In recent years,FDI＇s effect in upgrading the regional innovative abilities of our country has become a heated topic among scholars and industry circles.Based on the application of the regional data from 1997 to 2003,the paper analyzes the role FDI has played in promoting regional innovative abilities.As the result shows,the inflow of foreign direct investment has exerted a not so remarkable effect on knowledge spill-over as is generally believed.FDI＇s effect in enhancing regional innovative abilities is limited.Moreover,it plays a minor part in enhancing self-innovation abilities and strengthening original technological abilities.Therefore,the paper suggests that increasing domestic research and development input is the key to improving the regional innovative abilities.
