我国医疗保障制度的城乡统筹与公共财政视角研究

Study on China’s Medical Support System in the Perspectives of Urban-Rural Integration and Public Finance

国务院发展研究中心与世界卫生组织合作的研究报告《中国医疗卫生体制改革》（2005年）指出：改革开放以来,中国的医疗卫生体制改革取得了一些进展,但暴露的问题更为严重,从总体上讲,改革是不成功的。因此新医改势在必行,2009年新医改实施方案出台,但是方案还存在一些问题,如没有考虑要向城乡统筹的方向发展,中央政府的财政投入不足,地方政府压力过大等。本文对进一步努力完善我国医疗保障制度提出了一些看法。

It was pointed out in the research report China＇s Healthcare System Reform co-published by Development Research Center of the State Council and World Health Organization in 2005 that there were some progress but more problems in China＇s healthcare system reform and that generally the reform was unsuccessful.Therefore it is imperative that a new medical reform be carried out.In 2009 the new medical reform scheme came into being,but still there were such problems as failing to take urban-rural integration into account,insufficient finance input from the Central Government and too much pressure upon the local governments.With regard to these,the paper proposes some relative measures to help perfect the medical support system of our country.
