Preliminary discussion on protective mechanism of water resources in middle and upper reaches of Feiyun River

飞云江中上游水资源保护重点在于建立水源地保护的长效机制,一方面健全饮用水功能区保护体系,完善生态补偿机制,实行最严格水资源管理制度,另一方面全面编制水利规划争取更多省以上水利专项资金投入,从根源上解决水资源保护问题。

The key to protect water resources in the middle and upper reaches of Feiyun River is to establish a long-term mechanism, on one hand, improving the protective system of drinking water function zone and ecological compensation system, and implementing the strictest water resources management system, while on the other hand compiling water resources planning for special national investment above provincial level and a fundamental solution to water resources protection.
