为测度政府公共研发规模对经济增长的影响,在一个多部门内生增长模型中引入一个政府公共研发部门,公共研发的资金来源于对创新企业的垄断利润收取一定比例的税收。采用数值模拟的方法,对公共研发的经济效应及其影响因素进行考察。研究结果显示,随着公共研发规模的扩大,经济增长呈现倒"U"型的变化趋势,存在一个经济增长最大化的最优公共研发规模。市场竞争、技术环境、研发产出弹性等内外部因素对最优公共研发规模和增长率有着不同的影响。
