资源枯竭类城市的转型目标决定了其未来的走向。然而,转型目标虽是已知的,但却存在着很大的不确定性。认为资源枯竭类城市的转型目标是多重的,转型除了经济(产业)转型外,还包括城市转型、社会转型、环境转型;由于各资源枯竭类城市面临的实际问题不同,不存在普适的转型目标,任何转型都是个案的。

Transformation goals determine the develop- ment tendency of resource - exhausted cities. However, the transformation goals are known but there is a great uncertainty. This article points out that transformation goals are multi - di- mensions which includes not only economic （industrial） trans- formation but also urban transformation, social transformation, environmental transformation and system transformation. As the practical problems faced by each resource - exhausted city are different, there is no universal transformation goal for them; therefore any transformation is individual case.
