摘要
跨越式发展是党和政府在21世纪初期根据中国面临的国际国内形势,结合中国的实际提出来的战略决策,它具有特定的范围,主要体现在经济技术、国防军队和民族区域发展方面。中国的跨越式发展实践,特别是中国高铁的跨越式发展,积累了成功的经验,归纳起来,中国跨越式发展应具有以下五个方面的特征:后发展优势性,自主创新性,领先发展性,科学发展性,可持续发展性。必须科学把握"跨越式发展"的特征,用科学发展观统领"跨越式发展",准确地理解和运用"跨越式发展"的思维方法和工作方法,清醒认识到"跨越式发展"不是发展的常态,不能一个跨越接着一个跨越,更不能事事皆跨越。这对促进中国社会经济又好又快发展意义重大。
Based on the case of express railway in China, this paper focuses on the five characteristics of ＂Great-leap-forward＂ development, which advantageousness of backwardness, creativity,includes primacy, seientificness and sustainability. It also tries to clarify misconceptions on ＂Great leap forward＂ development so that we can understand and apply concrete principles of ＂Great-leap-forward＂ development appropriately, which will be guided by Scientific Outlook on Development, thereby making our economy develop in a rapid, scientific and effective way. What is more, this paper provides useful ideas for research on measures of ＂Great-leap-forward＂ development in modern service industry in Henan.
