要推进现代基础教育的改革与发展，必须处理好其内部的与外部的种种关系。文章讨论了十大关系，即现代与传统、国际化与本土化、科学与人文、软件与硬件、基础与超越、素质与做人、知识与智能、教育与政经、见物与见人、教育对象与自我教育对象等。不仅考察了这些关系的各自性质，还提出了如何处理它们的某些措施，有一定的参考价值。
