提出了我国农业科技体系改革的目的、目标、指导思想、途径、主体、动力及衡量标准；并对农业科技产品供、求及其交易环境进行了分析和初步评估。在此基础上，提出制订相应政策，加强政策引导，建立改革风险基金；改革需要无直接经济回报的投入与扶持；发现典型，全面总结经验，营造良好环境，发挥典型引路与示范作用；改革宜采用渐进式，成熟一批向企业化转制一批等４

Some opinions about reform of agricultural science and technology system in our country were advanced Including motivation,target,guidelines,route,principal part,motivate and weighing criterion Based on above,he also analysis supply and demand of agricultural scientific and technology products and evaluate their trade environment Then he put forward four suggestions Those are:to establish relative policies,to intensify induction of the policy and to set up risk fund for reformation;to reform input and support which has no direct economic return;to find model,summarizing its experience extensively,creating good environment,and to exert its typical function of demonstration and guidance;to reform gradually,research institutes must be mature before being transformed into enterprises
