"国家示范性高等职业院校建设计划"二期工程的实施,给全国高职院校带来了新的机遇。整个国家骨干高职的遴选与评审过程充分展现了"政策资源争夺战"竞争之激烈。从"示范"转向"骨干",国家示范高职建设政策仍存在目标偏离、重评审轻建设、扶强不扶弱等问题。国家示范高职建设政策的初衷与定位必须进一步明晰、强化,要通过新一轮政策的启动,切实引导、激励示范高职院校发挥对其他高职院校的辐射和引领功能;示范(骨干)高职应名副其实地成为高职"领头羊"。

The implementing of the second-phase of ＂National Demonstrative Higher Vocational School Construction＂ has brought new opportunities for higher technical and vocational colleges in China.The whole reviewing and selecting process of ＂National Backbone Higher Vocational School Construction＂ has fully reflected the sharp competition of policy resource contending.From Demonstrative to Backbone,the policy of National Demonstrative Higher Vocational School Con struction still has many defects such as goal deviating,belittling construction and attaching importance to the strong but overlooking the weak.The purpose and orientation of ＂National Demonstrative Higher Vocational School Construction＂ need to be defined and strengthened.Its sincere function as a bellwether to lead and help other higher technical and vocational colleges to develop well must be intensified.
