摘要
普通小学教师资源配置是否合理直接关系到义务教育的均衡发展和社会公平。本文以湖北省为例,按照当前的教师资源配置标准,计量了120个县市普通小学教师超(缺)编状况,发现当前的教师配置标准只关注了在校生数,而忽视了农村小学普遍存在的校点分散、班额偏小等问题。因此,本文以"班师比"和"分类班额"为依据,设计新的普通小学教师资源配置标准和模型,从而以保障农村普通小学教学的正常运转。
Teacher resources of primary schools is directly relate with the balanced development of compulsory education and social justice.Based on case of Hubei province,this paper calculates teachers'number of 120 counties which is over or lower current standard of teacher resources according to the current standard of teacher resources.the current standard is only concerned about the number of students and ignores rural schools widespread scattering,small class size and other factors.Based on the proportion of classes and students and the average number of classes,this paper designs new common standards and model of teacher resources standard,in order to ensure the normal operation of primary schools teaching in rural areas.
